COMHAIRLE BHAILE BÉAL ATHA NA SLUAIGH BALLINASLOE TOWN COUNCIL Minutes of Monthly Meeting held on Tuesday, 13th June, 2006, in the Civic Offices, Ballinasloe, at 7.30 p.m. In attendance (Members) Cllr. Lucy Lloyd-Keighery, Mayor. Cllr. Hugh Dolan. Cllr. Carmel Grealy. Cllr. Sean Tully. Cllr. Mike Kelly. Cllr. Johnny Walsh. Cllr. John Molloy. Cllr. Pat O’Sullivan. Cllr. Jason Devlin. In attendance (Officials) Mr. Kevin Kelly, Director of Services. Mr. Alan Farrell, Town Clerk Mr. Alan Raleigh, Town Engineer. Ms. Mary Carty, Assistant Staff Officer. 1. MINUTES – MONTHLY MEETING HELD ON THE 9TH MAY, 2006, IN THE CIVIC OFFICES, BALLINASLOE, AT 7.00 P.M. The minutes of the May Monthly Meeting held on the 9th May, 2006, which had been circulated were adopted on the proposal of Cllr. S. Tully, seconded by Cllr. C. Grealy. Matters arising:- RAPID Cllr. S. Tully referred to the meeting on the 26th April, 2006, of the RAPID sub-groups which had taken place in order to prepare a further Economic Action Plan for the town. He stated that the meeting was very productive and that the plan would be brought before the members for their ratification. 2. LANDFILL UPDATE Mr. K. Kelly said that a second enclosed flare had been commissioned by Irish Power Systems. He said that there are now three flares in operation at the Landfill. A contract has been signed with TAL for the permanent capping in the Landfill. He said that the work was scheduled to be completed over a period of sixteen weeks. In response to a query from Cllr. S. Tully, Mr. K. Kelly said that no decision had been made on the proposal to generate electricity from the landfill gas and a few other options were being investigated. Mr. K. Kelly also confirmed that well in excess of €1 million will be spent on the landfill this year. Cllr. J. Walsh asked the Engineer, Mr. Alan Raleigh, to treat the repair of the road from the landfill towards Kellysgrove as a matter of urgency. 3. ANTI SOCIAL BEHAVIOUR Cllr. J. Walsh said that litter, roaming dogs and drinking in public, especially at the Marina, were becoming problems and must be addressed. He said that the Council had brought in the Ballinasloe (Regulation and Control of the Consumption of Intoxicating Liquor in Public Places) Draft Bye-Law in 1999 but that there was still an issue. He asked that a co-ordinated approach to these problems be developed. It was proposed by Cllr. J. Walsh, seconded by Cllr. S. Tully and agreed that the Garda Superintendent be invited to the July meeting of the Council to discuss these issues. Mr. K. Kelly said that a number of the issues raised were not in the control of the Council. He said that the erection of CCTV cameras could not take place until the Joint Policing Committees are in place. He said that these committees would discuss and make recommendations on policing issues affecting their area and are the appropriate forum for many of these issues. In response to queries from members regarding the €10,000 which the Council had set aside to purchase a CCTV camera, Mr. K. Kelly said that when the €10,000.00 was proposed he expected that the RAPID CCTV Scheme would be in operation sooner and he considered it prudent to await this. Mr. K. Kelly agreed, at the request of the members, to investigate the purchase/rent of a mobile camera. 4. MANAGER’S BUSINESS. No Manager’s Business. 5. MAYOR’S BUSINESS No Mayor’s Business. 6. NOTICE OF MOTION – CLLR. J. WALSH “That this Council, as a matter of urgency put in place a “Pedestrian Crossing” to be located on the “Shannonbridge Road” near Creagh Primary School to facilitate students travelling to and from Creagh Primary School”. The motion was proposed by Cllr. J. Walsh and seconded by Cllr. C. Grealy. Cllr. J. Walsh said that there are a number of new developments on the Shannonbridge Road. He said that many of the new houses are being built on the opposite side of the road from the school. Mr. K. Kelly said that this road is under the control of Galway County Council. It was agreed that the motion be forwarded to Galway County Council for their support. The members also agreed that the Town Council write to the NRA and Galway County Council in relation to progress on the provision of a pedestrian crossing at Dunlo Hill, Ballinasloe. 7. CORRESPONDENCE The Motion from Monaghan Town Council was agreed. The Motion from Longford Town Council was agreed. The Motion from Ballina Town Council was agreed. The Motion from Ballina Town Council was noted. 8. ANY OTHER BUSINESS The members congratulated Cllr. Michael Mullins on his election as Mayor of County Galway and looked forward to working with him over the coming year. Cllr. S. Tully asked that something be done about speeding and indiscriminate parking at Jubilee Street. He also asked that the River Channel be cleaned up. Cllr. J. Walsh asked that the Council ensure that the bins at the Marina are emptied on a Saturday night/Sunday morning. He also said that there are thistles and weeds on the footpath on the Deerpark Road. He said it is important that this is attended to as it is an approach road to the town. The Mayor, Cllr. Lucy Lloyd-Keighery, asked that the Council investigate if funding is available under RAPID to enhance the Deerpark area. Cllr. C. Greally said that the IBAL report is not very constructive. She said it did not look at the positive areas of the town such as the Fairgreen and the Famine Remembrance Park. She said that there are areas that need to be targeted and the Tidy Towns Committee hoped to speak to the Town Engineer about these. She thanked the Council for the good work done sowing flowers and spraying weeds. However, she said that businesses should sweep outside their premises and she hoped the Chamber of Commerce would be active in this regard. Mr. K. Kelly said that the Town Council, Chamber of Commerce and the Tidy Towns Committee would make a special effort over the next few weeks to address the issues raised in relation to litter. He said that the River Channel is a bigger issue but in the interim a clean out of the River Channel will be organised. He said that there would be a further initiative over the next few days in relation to litter black spots and the approach roads to the town. He informed the members that the Town Clerk was working with the Litter/Traffic Warden and the Community Wardens to tackle litter, waste management and traffic issues in the town. He also, stated that progress was being made in the town in relation to litter/Tidy Towns and complimented all the parties for the effort that was being made. He confirmed the Town Council will continue to work proactively with the relevant parties. Cllr. P.O’Sullivan proposed, and it was agreed, that affordable housing be put on the Agenda for the July meeting. The Town Clerk confirmed that an up-date would be given at the July meeting. This concluded the business of the meeting. |
