1. MINUTES - MONTHLY MEETING HELD ON THE 14TH NOVEMBER, 2006, IN THE CIVIC OFFICES, BALLINASLOE, AT 7.00 P.M.
The minutes of the November Monthly Meeting held on the 14th November, 2006, which had been circulated, were adopted on the proposal of Cllr. S. Tully, seconded by Cllr. J. Devlin.
Matters arising:-
Health Service Executive
In response to a query from the members regarding a meeting with the Health Service Executive, Mr. A. Farrell said that the Health Service Executive will meet with the Councillors on next Monday, 18th December, 2006, at 5.30 p.m. in the Health Centre in Brackernagh. Mr. K. Kelly said that all the members could attend if they wished.
Flooding
The members complimented the Council staff on their swift action to avert flooding particularly in the Derrymullen area. In response to queries, Mr. K. Kelly said that a hydrological survey will be carried out as part of the review of the development plan.
Mr. A. Farrell informed the members that a plan had been put in place with the Fire Services Authority, the engineering and outdoor staff to deal with the flood threat. He said that this would be put into operation if necessary.
2. LANDFILL UPDATE.
Mr. K. Kelly updated the members on the progress to date on the landfill. He said that lining had been successfully completed and that the final layer of topsoil would be put in place in the Spring when the weather improves.
Mr. K. Kelly informed the members that the Council had procured a second permanent enclosed flare. He said this would be on site at the end of January and the temporary open flare and temporary closed flare will be removed.
He said that the pumping arrangements for the leachate would be reviewed to ensure a more continuous flow and this would have cost implications. He informed the members that from the 1st January, 2007, Galway County Council will bear the full costs of the Civic Amenity Site.
3. TAKING IN CHARGE UPDATE
Mr. A. Farrell said the Council wrote to residents requesting that they highlight any issues of concern to them or any work which they felt needed to be carried out to bring the Estate up to standard. He said the developers were informed of a number of issues which needed to be addressed.
He said that a letter had been received from the Pines Residents' Association raising some concerns. He said that a letter had been received from the developer of Olde Meadows informing the Council that the residents had decided to take responsibility for the maintenance and upkeep of the Estate. He said that the developer also, informed the Council that the outstanding issues would be completed. He said that the Council had requested a letter confirming when the works would be completed but this had not yet been received.

5. CORRESPONDENCE.
The motion from Mullingar Town Council was agreed.
The motion from Nenagh Town Council was agreed.
6 ANY OTHER BUSINESS
Mr. A. Farrell notified members of an allocation of €100,000.00 under the RAPID Programme for Local Authority Estate Enhancement. He said that RAPID provided €90,000.00 with €10,000.00 from the Councils own resources.
Cllr. C. Grealy requested that the waste contractor be contacted to change the time of the refuse collection from 6.00 a.m. on Monday mornings. She said that this results in rubbish being left out on a Saturday night which contributes to littering.
